What should Meta ads management include? A scope checklist for business owners
Understand the work behind a managed Facebook and Instagram campaign, from offer and creative to lead handover, reporting and account ownership.

The short answer
Meta ads management should have a clear written scope covering the campaign’s goal, delivery responsibilities, spending authority and reporting. Creative, landing pages and sales follow-up should never be left to assumption.
- Separate campaign management from creative production, website work and internal sales responsibilities.
- Agree on account access, spend authority, approvals and what happens when the engagement ends.
- Expect reporting that explains decisions and lead outcomes, with measurement limits made clear.
A business brief comes before campaign settings
The brief should identify the service, ideal enquiry, real service area, delivery capacity and next step. It should also document the customers or jobs the business cannot serve. For an Australian service business, broad national visibility may be irrelevant if the team only operates in a specific region or accepts a particular project type.
Ask how the manager will learn from your existing enquiries and sales conversations. The purpose is to build a campaign around a useful commercial objective. If the only success measure is a platform submission count, important questions about suitability and eventual customers remain outside the report.
Specify creative work and approval responsibilities
Confirm who writes copy, supplies source material, produces images or video and approves factual claims. Distinguish adaptation of existing assets from a new shoot or substantial production. A management fee may include one, both or neither; the proposal should make that understandable before work begins.
Agree on an approval process and who can sign off changes. For a business offering specialised services, the owner or relevant subject specialist should verify descriptions, availability and any performance statements. Authentic project material can be useful, but it must have appropriate permission and context rather than being repurposed into an unsupported result claim.

Include the destination and lead handover in the conversation
Ask whether the engagement includes an instant form, an existing website destination or a newly built landing page. Confirm who maintains that destination and fixes submission problems. If a campaign requires a new integration, identify the actual system, the information it must receive and any separate implementation cost.
The handover should preserve what the customer requested and who needs to act. Agree on internal follow-up ownership and how outcomes return to the campaign review. Connecting an existing CRM is a distinct piece of work from building a custom CRM; neither should be implied by a vague promise of automation.
- Destination: the page or form, owner and approved qualification questions.
- Delivery: where enquiries are stored and how the right person is notified.
- Follow-up: who contacts the customer and records the outcome.
- Measurement: which events are recorded, with any prerequisites or gaps.

Reporting should explain decisions, not just display numbers
Agree on a review rhythm, the metrics included and how campaign changes are documented. A useful review distinguishes spend, enquiries, suitable conversations and sales where those outcomes can be measured. It explains what was tested, what the evidence suggests and what should happen next.
Ask how the manager handles limited data or long sales cycles. A responsible interpretation may be that the current evidence is inconclusive. Reports should identify missing follow-up records and attribution limits rather than presenting uncertain customer revenue as a verified ad result. Access to a dashboard does not by itself provide that interpretation.
Make ownership and spending authority explicit
The agreement should identify the account owner, required access, approved advertising spend and the person authorised to change it. It should also explain invoicing, notice periods, asset handover and any recurring tools. Use business-controlled access arrangements where practical and avoid a setup that depends on an unexplained personal login.

Common questions
Is advertising spend normally included in management?
It depends on the proposal. Ask for media spend and service fees to be shown separately even when invoiced together, with clear authority for changes. Do not assume a quoted management amount includes the platform spend.
Should an ads manager also close the leads?
Only if sales follow-up is explicitly part of the engagement. Most importantly, name the responsible person and the handover process. Campaign work and customer sales conversations are separate responsibilities that need to connect.
Who should supply and approve the advertising creative?
Name the owner of each task in the proposal: messaging, design, photography or video, revisions and final approval. The business should provide accurate service details and approve its claims. If production is separate from management, record its cost, turnaround and dependencies so the campaign plan is workable.
